Definition of Toys:
Toys are products designed or intended for play or use by children under 14 years of age.

Classification of Toys:

1、By Material:

Plush toys

Testing Standards

1、ASTM F963 (U.S. Standard Consumer Safety Specification for Toy Safety):

Physical & Mechanical Testing: Sharp edges, small parts, tension/compression.
Flammability: Textiles, plush materials.
Chemical Safety: Heavy metals , phthalates.

2、CPSC Regulations (Consumer Product Safety Commission):

Lead Content: ≤ 100 ppm for substrate ；≤ 90 ppm for coating (CPSIA §101).
Phthalates: ≤ 0.1% for DEHP, DBP, BBP, DINP, DIDP, DNOP,DPENP、DHEXP、DCHP、DIBP (CPSIA §108).
Small Parts Ban: 16 CFR 1501.

3、Washington State CSPA (Children’s Safe Products Act):

Expanded Chemical Reporting: Requires disclosure of 85 chemicals (e.g., formaldehyde, flame retardants).
