To control and reduce environmental pollution caused by discarded electrical and electronic products, promote the production, sale, and import of low-pollution products, enhance resource utilization, and protect the environment and human health, the Ministry of Industry and Information Technology (MIIT) and seven other government departments jointly issued the "Management Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products" (Joint Ministerial Decree No. 32, known as China RoHS 2.0) on January 21, 2016.
China RoHS adopts a "two-phase implementation strategy":
Phase 1:
Products within the scope of the Management Measures are required to declare hazardous substance information (i.e., comply with labeling requirements). This involves adhering to the labeling standard SJ/T 11364-2014. Manufacturers may use the testing methods specified in GB/T 26125-2011 to analyze product components and apply labels based on test results.
Phase 2:
Products listed in the "Compliance Management Catalog for Restricted Use of Hazardous Substances in Electrical and Electronic Products" must meet hazardous substance concentration limits (substance content must not exceed thresholds) and comply with the conformity assessment system. For example, products manufactured or imported after November 1, 2019, and included in the "First Batch of the Compliance Management Catalog", must undergo conformity assessments to meet the requirements outlined in the "Implementation Plan for the Conformity Assessment System".
This phased approach ensures progressive alignment with stricter environmental regulations while supporting industry compliance.
