Products intended for food contact and exported to the United States must comply with the requirements of Title 21 of the Code of Federal Regulations (CFR). The FDA (U.S. Food and Drug Administration) is responsible for ensuring the safety of food, cosmetics, drugs, biologics, medical devices, and radiation-emitting products in the United States.

U.S. Food Contact Regulations

1、​FDA 21 CFR 170-189:
Core regulations governing food contact materials, including:

  • Part 175-178: Specific requirements for adhesives, coatings, plastics, paper, and rubber.
  • Part 182 – Substances recognized as safe
  • Part 184 – Direct food substances affirmed as generally recognized as safe
  • Part 189: Prohibited substances (e.g., certain phthalates).

  • CPG 7117.05: Silver Plated Hollowware - Lead Contamination
  • CPG 7117.06: Ceramics Cadmium Contamination
  • CPG 7117.07: Ceramics Lead Contamination

 

3、​California Proposition 65:
Requires warnings for products containing chemicals listed as carcinogenic or reproductive toxicants (e.g., lead, cadmium, phthalates). Even FDA-compliant products may need additional testing to meet California’s stricter thresholds.
