On January 6, 2025, the first national standard for product carbon footprint certification rules, General Rules for Product Carbon Footprint Labeling Certification (T/STIC 130028—2025) (hereinafter referred to as the General Rules), was officially released and implemented by the Shanghai Inspection and Testing Certification Association. Ti Certification (Shanghai) Co., Ltd., a subsidiary of Ti Group (hereinafter referred to as Ti Certification), served as the primary drafting unit, commitment execution unit, and lead unit of the writing group. Together with numerous authoritative institutions and leading enterprises in the industry, Ti Certification contributed to the development of this standard, which provides a unified and authoritative framework for product carbon footprint certification.
The First National Standard for Product Carbon Footprint Certification Rules
This standard, released by the Shanghai Inspection and Testing Association, is jointly committed to by Ti Certification and 37 other member units of the Yangtze River Delta Green Certification Alliance. It represents a concrete action in response to the national pilot program for product carbon footprint labeling certification, serving as a certification tool to promote the healthy development of carbon footprint management systems. It provides standardized guidance and strategic implementation for carbon footprint management across industries, enterprises, and the public, thereby enhancing the credibility of carbon footprint labels.
The General Rules primarily include chapters on requirements for certification bodies, resource requirements, basic certification requirements, certification implementation procedures, anomalies discovered after certificate issuance, post-certification supervision audits, re-certification, requirements for certification certificates, requirements for certification labels, and the basic framework for certification implementation rules.
The release and implementation of this standard not only provide enterprises with a clear certification pathway, specifying the required documentation for certification applications and outlining the relevant certification processes, but also offer a scientific, systematic, and actionable guide for conducting carbon footprint certification work.
